India tightens UHV transformer access

BIS now links 800 kV transformer labels, measured losses and customs clearance to market access

India, New Delhi: A new BIS compliance requirement has taken effect in India for UHV transformers rated at 800 kV and above, creating a closer link between product testing, labelling and customs clearance.

The requirement, announced on 14 July 2026 and effective from 15 July 2026, applies under IS 17115:2026 Part 2. It requires mandatory energy efficiency labelling for affected transformers.

The label must show measured no-load loss (W) and load loss (W) values. The same information must also be connected to the BIS online regulatory platform, making data consistency a key part of compliance. According to the provided information, products without the required label, or with inaccurate data, may be denied customs clearance. This makes the measure more than a labelling update, as it directly affects market access and shipment readiness.

For manufacturers and exporters, the rule brings testing, documentation and label preparation closer to the final delivery timeline. Measured loss data must be available and aligned with technical files, product marking and regulatory submissions before shipment.

The immediate pressure is also likely to fall on certification planning. Only three laboratories were initially opened for this requirement, and their capacity was reported to be fully booked through September.

For buyers, EPC teams and delivery planners, the change may require earlier confirmation of testing slots, documentation status and supplier readiness. Any mismatch between declared values, test records and labels could become a trade compliance risk.

The measure highlights how transformer efficiency, certification and logistics are becoming increasingly connected in international power equipment supply chains.
